Asset Protection Zones and Bushfire Preparation With a Compact Machine in NSW
The NSW Rural Fire Service expects landholders to manage fuel around buildings. What an asset protection zone involves, the rules on clearing, and how a skid steer and excavator do the work.
After the 2019–20 fires, bushfire preparation stopped being optional on NSW bush blocks. The Rural Fire Service publishes guidance on asset protection zones, councils enforce it through development conditions, and the 10/50 vegetation clearing rule lets many landholders clear near their homes without a permit. A compact machine does most of the physical work.
What an asset protection zone is
An APZ is a managed buffer between a building and the bush: grass kept short, shrubs thinned, trees pruned and separated, no continuous fuel from the bush to the house. The width depends on the vegetation, slope and building, and is set out in the RFS's Planning for Bush Fire Protection and your council's conditions.
The 10/50 rule
In designated areas, landholders can clear trees within 10 metres of a home and other vegetation within 50 metres without approval. Check the RFS online tool for whether your property is in a 10/50 entitlement area before you start; outside those areas, clearing native vegetation may need approval.
The work
Slashing and mowing. A skid steer brush cutter takes grass and scrub down fast and handles saplings a hand-held cutter cannot. Keep the APZ grass under 100 mm through summer.
Removing shrubs and small trees. A 4-in-1 bucket grabs and pulls small shrubs; a stump bucket or excavator ripper levers out roots; a stump grinder finishes the stumps.
Handling timber. A log grapple on the skid steer or a rotating grapple on the excavator stacks felled timber and moves it out of the zone. A wood chipper turns prunings into mulch, but keep mulch beds away from the house; they burn.
Access and fire trails. The RFS wants a fire truck to reach the house. A dozer blade or 4-in-1 bucket grades the driveway and cuts turning areas; the excavator clears overhanging branches.
Water. An excavator digs the pit for a static water supply tank and trenches the pipe to a standpipe the brigade can use.
Timing
Do the heavy clearing in autumn and winter, when Total Fire Bans are rare and the ground carries a machine. Maintain in spring before the grass cures. On Total Fire Ban days, machinery use in grass and bush is restricted.
