Towing a Mini Excavator in NSW: Trailer Rules, Registration and Load Restraint
What Transport for NSW requires of a plant trailer, what your ute must be rated for, and how to chain a machine down so it passes a roadside inspection.
An excavator on a trailer is a heavy combination, and NSW Police and Transport for NSW inspectors check them. The rules are national, applied by the state, and the numbers are all on plates.
The vehicle
- Braked towing capacity: the maximum trailer mass with brakes, on the vehicle's compliance plate or in the manual. Dual-cab utes and large 4WDs: usually 3,000 to 3,500 kg.
- Gross Combination Mass (GCM): vehicle and trailer together. A loaded ute may not be able to tow its full rating.
- Tow ball limit: typically 350 kg. Machine position on the trailer sets the ball weight.
The trailer
- ATM (Aggregate Trailer Mass) on the trailer plate is the loaded limit; tare is the empty weight; payload is the difference.
- Trailers over 750 kg GTM must have brakes on at least one axle.
- Trailers over 2,000 kg GTM must have brakes on all wheels and a breakaway system with a battery that holds the brakes for at least 15 minutes. Almost every excavator trailer is in this category.
- Registration in NSW is annual; heavy trailers need an inspection. Interstate-registered trailers are fine to tow in NSW.
Load restraint
The national Load Restraint Guide is what an inspector applies:
- Four rated lashings, one per corner, pulling forward and back.
- Boom, bucket and blade lowered to the deck and restrained.
- Rated capacity of the lashings adequate for the machine; grade 70 chain, 8 mm, is the usual choice for a 2 tonne machine.
- Swing lock on, hydraulics locked, key out.
- Re-check tension after the first few kilometres.
Licence
A standard NSW class C licence covers a vehicle up to 4.5 tonnes GVM towing a trailer within its rating. No special licence is needed to tow a plant trailer. Operating the excavator on your own land needs no licence; construction sites want a white card and a verification of competency.
